Read chapter 2; McDougall talks about the crowd/mob as an unorganized group, and discusses the features of this zero-degree of group-ishness: the group mind has one focus, feels one way about it, and the individual minds in it have reciprocal force on the other minds in it. He explores some possibilities for why that might be -- collective consciousness, telepathy -- and notes that the coarser emotions are more apt to be widespread (and so used as basis for group-formation), but notes also that the crowd's actions are different from what any individual in the crowd would will. So, where do these group actions come from (since McDougall doesn't talk about leader-led formations)?
